Install:
Within "Documents" you should have a "My Games" folder, which in turn should have a "Starfield" folder.
If you haven't already, copy StarfieldCustom.ini to that folder. If you do have one, make sure it includes the following:
[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=

Then, put the Data folder into "/steamapps/common/Starfield"
