Makes the "Golden Scarab" Talisman MUCH BETTER

Change the "Golden Scarab" Talisman to:

- 300% rune buff (30 runes from an enemy that drops 10)
- 300% Item Buff (increases drop rate)
- now has a weight of 0.0
