Install:
Add the following content:

PlayerKnockDownByCarTolerance = 200.000000

Go to any .ini text file in C:\Program Files (x86)\GOG Galaxy\Games\ Cyber​​punk 2077\engine\config\platform\pc (or your matching installation location), or download one of the attachments. The value of 200 is arbitrary and can be modified freely. Only when the speed of the vehicle exceeds this value will a collision occur.
