Stuttering improvements

Introduction:

This is a user.ini file that has made some modifications to the object stream of the game to make it slower and help solve the lag problem

This can help if you get 60+ fps when you are still, but notice a lot of drops when looking around and moving (especially when driving).

Install:

Please drag and drop the file into ".. \ Cyberpunk 2077 \ engine \ config \ platform \ pc".

Or create a new file named user.ini and add the following line:
