Remove RPD police station roadblock

This mod removes the left passage barricade of the RPD entrance, used for leon and claire,

I haven’t tested this mod completely but it’s ok the first time it’s run. The second time you run leon, you can access the spade key and club key RPD by entering the gate. It also works for claire, but there is no club key.
