usage:
Unzip the mod manager anywhere (if you upgrade from an old version, just extract it to the old version).
Before running the mod manager for the first time, make sure that all PAK files in the RE2 installation are unmodified (to do this easily, right-click the game in Steam and select "Verify File Integrity").
Copy the mods to "[modmanager]\Games\RE2R\Mods" (please note that not all mods are compatible with the mod manager, it is up to the mod author to make sure).
Run mod manager, click "Manage Mods" and click mods to install or uninstall them.
What to do if you patch RE2 without installing the mod:
Click "Re-read game files" in the "manage mods" menu in the mod manager.
Installing and uninstalling the mod should work again. Please note that some mods may not be compatible with the new version of the game.
What to do if RE2 is patched after installing mods:
Try to uninstall the mod through the mod manager. You should receive a different error message about the PAK file.
Open the "Force Uninstall" option at the top of the manage mods menu.
Click "Uninstall all mods".
This shouldn't be necessary, but as a precaution, I recommend right-clicking the game in Steam and selecting "Verify File Integrity".
Click "Re-read game files" in the "manage mods" menu in the mod manager.
Installing and uninstalling the mod should work again. Please note that some mods may not be compatible with the new version of the game.
Troubleshooting guide:
If you receive an error message about the mod manager unable to open the file for writing, please try to run it as an administrator (right-click the exe and select "Run as administrator").
If you receive an error message when starting the mod manager, please download this C++ runtime library: https://www.microsoft.com/en-us/download/details.aspx? id = 15336
If you receive an error message about the PAK file when you try to install the mod, please try the following: uninstall all mods in Steam, "verify file integrity", and select "Re-read game saves" in the mod manager.
If the mod manager complains about finding a PAK file that is too small, go to the location where the game is installed and delete any PAK files of size 0.
If you cannot download or run the mod manager, please try temporarily disabling or whitelisting the antivirus software.

I included a RE2 mod (Alternate Rebecca Photo.rar) in the mod manager, which is a good example of how to assemble a mod for the mod manager.
Please note that the modinfo.ini file is optional (all entries in it are also optional).
Even if modinfo.ini does not exist, the Mod Manager will always check "screenshot.jpg" or "screenshot.png" for mod preview image.
It is strongly recommended that you compress mods into a RAR archive and set the "solid archive" option to off (should be the default value).
If anyone is curious, here is how the mod manager works for RE2 in detail:
It will process the mod's file names and try to find them in the game's PAK file (it searches for them in the same way as the game, by calculating a hash based on the file path).
If it finds a matching entry, it will invalidate these entries in the PAK file, so the game cannot find them, so it tries to load a file other than the PAK file.
Then it copies the mod file to the game directory.
Uninstalling the mod works in a very similar way (it will use the cached information about the PAK file to re-verify the entries in the PAK file) and automatically delete the mod file (or restore the backup of the original file).
